Technology planning..

Local technology plans in NC are on a two year cycle with the last SBE approval occurring in May 2014. While the official cycle will not begin again until November 2015, you have an opportunity to submit a school technology plan for approval in November 2014. This plan will cover only 2015-2016. Your regular two year plan for 2016-2018 will then be due in November 2015. While legislation that requires local technology plans for state PRC 15 fund disbursement no longer exists, and E-Rate Priority 1 services do not require plans, E-Rate Priority 2 requests do require a state-approved local technology plan. Any future technology funds from the US DOE will likely also require a state-approved local technology plan.
The previous State Board of Education did not convene a Commission on School Technology. The meeting of this commission to the SBE is required for the creation/revision of a State School Technology Plan. We do foresee this commission meeting in the future, however, we do not have a currently-approved State-level plan.
This leaves us in a position where we do not have a state plan to drive revisions and updates to your local plans. However, we need to make sure you do have approved plans. Therefore, please adhere to the following guidelines:
  • Please create a plan based upon what your LEA/charter plans to achieve July 2015-June 2016. (Template linked here)
  • Include your LEA/charter plans in rolling-out the required and optional portions of Home Base. Include high-level implementation details, professional development activities, funding sources, and ways you will be evaluating effectiveness.
  • Submit your draft to me in electronic form by 5 pm on November 1, 2014.
  • Once you have received feedback on any particular edits, get your plan approved by your local board of education/board of directors.
  • I will plan to take the revised plans to the State Board of Education in April of 2015, and then back for approval in May, 2015.
